FUNCTION: Isc - test whether the argument is an element of the cycle
index basis
CALLING SEQUENCE:
- Isc(expr)
- TYP[Isc](expr)

PARAMETERS:
- expr = any expression
SYNOPSIS:
- The Isc function tests whether the argument expr is an element of the
cycle index basis, that is c[part] where part denotes a partition in
non-increasing order.
- Each c[part] is the cycle index of the conjugacy class indexed by part.
- Whenever there is a conflict between the function name Isc and another
name used in the same session, use the long form TYP['Isc'].
EXAMPLES:
> with(TYP):
> Isc(c[2,1,1]);
true
